Rock River near Joslin affecting Rock Island, Whiteside and Henry IL Counties. * WHAT...Moderate flooding is forecast. * WHERE...Cedar River at Cedar Rapids. * WHEN...From late Thursday night to early Monday morning. * IMPACTS...At 14.2 feet, Water affects the lowest sections of C Street SW near Prairie Creek. * ADDITIONAL DETAILS... - At 7:00 PM CDT Wednesday the stage was 9.0 feet and rising. - Forecast...The river is expected to rise above flood stage early Friday morning to a crest of 14.5 feet Saturday morning. It will then fall below flood stage Sunday evening. - Flood stage is 12.0 feet.
